WhatsApp and Facebook Messenger
There’s no doubt that Facebook and WhatsApp are two of the most popular platforms that can also make international calls. Facebook has about 1.3 billion members by the last count, and WhatsApp has about 1.5 billion. Because of that, there’s a good chance that your call recipient has an account.
Both WhatsApp and Facebook Messenger let you send messages to each other over an internet connection, as well as make voice or video calls.
Both apps are also widely available across different platforms, including both iOS and Android. Before moving on to any other app, it’s a good idea to check these two first.

FaceTime
Depending on who you’re trying to call, you may not even need to download a third-party app to make an international phone call. Apple’s own FaceTime service lets you make calls to other Apple devices free of charge, as long as you have a Wi-Fi or cellular data connection.

Of course, the only downside is that the call recipient needs to also have an Apple device. Luckily, there are several that support it, including iPhones, iPads, iPod touches and Macs. And while FaceTime is famous for its video-calling, keep in mind that you can make audio-only calls as well.
Skype
When it comes to internet calling, Skype is probably one of the first apps that come to mind. It was widely used back in the day but has lost some ground to newer apps like WhatsApp or FaceTim. Despite that, it’s still a solid choice for making free internet-based phone calls across borders.
One of the important things to keep in mind is that you’ll only be able to make calls to another Skype user for free.
If you want to call a cellular number or a landline, it’ll actually cost you. The invite process is also a bit clunky, and the platform may require that you download an app that you don’t already have on your devices.

Need to make an international call to a landline or someone without a particular app? Consider LINE. Sort of a mix between a social media platform and a messaging app, and incredibly popular in Asia, LINE lets you make free global calls and texts. That means you can communicate with just about any international number, even if they don’t have a LINE account.

There are some limits to that free calling, however. U.S. users, for example, can make phone calls up to 5 minutes without any charge after watching a brief ad. After that, you’ll be charged a flat rate that’s comparatively low. Just something to keep in mind.

Perhaps not quite as well-known as WhatsApp, Viber is still a popular choice for cross-platform and international communications with more than 1 billion users. Like other apps on this list, you can send text messages and make audio or video calls for free, as long as the recipient is also a Viber member.
But even if they aren’t, you still have some options. The Viber Out feature lets you make low-cost calls to landlines. Sure, it isn’t free. But it could save you some money on international calling in a pinch, particularly as it’s likely less expensive than your carrier’s international rates. Viber also has a number of encryption and privacy features to boot.

If you’re working with a spotty or nonexistent internet connection, Rebtel may be the international calling app for you. International calls aren’t always free on this app. But when they are, they come with a few tricks that make Rebtel stand out in a crowded marketplace.
For one, you won’t need a cellular or Wi-Fi connection to make some calls. Instead, Rebtel will use a local number to complete the call to other Rebtel users in about 50 countries. If your call recipient lives elsewhere, you’ll need an internet connection and may need to pay a low, flat rate.

Signal is far from the most popular end-to-end encrypted messaging app. But if your conversations are even the slightest bit sensitive or confidential, it may be your best bet. Not only does Signal encrypt every message you send, but it collects so little data that it hardly knows anything about you.
Because of that, it’s the first choice for journalists, privacy advocates and other security-conscious individuals. And just like other apps on this list, it lets you send messages or make audio calls internationally to other Signal users. (You may just need to have your call recipient download the app first.)
